Which Indonesian laws govern the setting up of a business with a foreign minority partner?

Well, I need to know what kind of hurdles and red tape I can expect in setting up a company in Indonesia with a foreign partner. That way, I might be able to stand in a better position to negotiate the approval for a permit to do business. I intend to start a small, limited liability company. Anyone knows?
