United Nations query: Does IAEA have emergency jurisdiction war zone areas with nuclear power plant crises?

If a war breaks out in a country and there is collateral damage to nuclear materials and nuclear meltdown while conflict is raging. Does the IAEA still have jurisdiction to plan emergency responses under the Incident and Emergency Centre?
