How are Banks allowed to lend people money that doesnt exist?!?

You are oversimplifying a complex situation. Banks don't really loan money that doesn't exist. You've been reading a book or website that distorts how banking works. Banks also don't deliberately cause recessions. If you would explain what book or website you are quoting from, I could better explain why they are wrong.
